Dr. William Z. Riley is a lifelong resident of Columbia, South Carolina, whose career and calling have been defined by service, leadership, and a deep commitment to community. After earning his bachelor’s degree in Business Administration from Southern Wesleyan University, Dr. Riley enlisted in the United States Army, where he served honorably in a variety of command, leadership, and managerial roles. His military service instilled in him the values of integrity, accountability, and dedication to others—principles that continue to guide his work today.
Following his retirement from the Army in 2012, Dr. Riley pursued a Master of Divinity from Liberty University, reflecting his passion for faith‑based service and community engagement. He later earned a Master of Human Resources Management from Southern New Hampshire University, which opened the door to a career focused on people, organizational leadership, and workforce development.
Dr. Riley began his post‑military career in education, teaching in Lexington District One, where he invested in the next generation and strengthened his connection to the community. In 2020, he completed his Ph.D. in Education with a concentration in Leadership from Liberty University. Shortly thereafter, he transitioned into the field of Human Resources, serving as an HR Manager for a Fortune 500 company. During this time, he earned multiple professional certifications, including SHRM, OSHA 30 and 500, and ISO 45001 in workplace safety.
In 2022, Dr. Riley accepted a dual leadership role with the City of Clinton as Human Resources Director and Assistant City Manager. In this capacity, he continues to champion employee well‑being, organizational excellence, and community-centered governance.
Beyond his professional accomplishments, Dr. Riley is deeply rooted in service. As an elder at Bible Way Church of Atlas Road, he oversees the church’s Prison Outreach Program, providing mentorship, spiritual support, and hope to incarcerated individuals. He also volunteers monthly to feed the unhoused and remains committed to uplifting those facing hardship. His dedication to community advocacy is further demonstrated through his service on the Columbia Community Relations Council, where he worked to support and amplify underrepresented voices.
Dr. Riley currently serves on the United Way of Laurens County Board of Directors and the Prisma Health Laurens County Patient Health Advisory Council, continuing his mission to strengthen community health, equity, and access.
Dr. Riley has been married to his wife, Andrela Riley for more than 30 years. Together, they are the proud parents of two children, Kiana and Zechariah.
A servant leader, educator, veteran, and advocate, Dr. Riley remains committed to ensuring that every voice in the community is heard, valued, and represented.
